I love the way that newspapers don't let the facts get in the way of a good story. Clearly the car was known to the club, the owner seems to have been a member in 2005 and Clare Hay identified it in 1997.
The idea that it will be a simple matter to get it back on the road (reliably) also seems unlikely to me. 30 years of inactivity suggest to me that a full engine rebuild will be necessary and no doubt, some major chassis work. The interior will probably cost more to conserve than to replace.
