Tyre cover in boot

When my Windovers Saloon was resprayed, the painter covered all the holes on the flat lip of the boot lid where the tyre cover contacts the boot lid leaving no clue as to how the welting/seal was attached (he has since retired and closed his shop). Does anyone have some thoughts on how that welting was attached, either to the cover or the boot, so that there is a seal of sorts between the tyre cover and the boot lid?
